Illinois Lawmakers Push for Guidelines on AI in Education: Ensuring Ethical Use of AI Tools in Schools

Illinois Considers Legislation to Provide Guidance on AI Usage in Classrooms

As artificial intelligence continues to become a more integral part of daily life, Illinois lawmakers and educators are calling for state guidelines to ensure the ethical and safe use of AI tools in schools. The growing presence of AI-powered tools in classrooms has raised concerns about privacy, misinformation, and the responsible use of technology among students and educators.

Illinois Proposes New Legislation to Regulate AI in Education

In response to these concerns, Illinois lawmakers have introduced two bills, HB2503 and SB1556, in the House and Senate. These bills propose the creation of an advisory committee that would establish and distribute guidelines on how AI should be used in educational settings. The proposed legislation would also require school districts to include detailed reports on AI usage in their annual reports to the Illinois State Board of Education.

Incorporating AI Awareness into School Curricula

A key aspect of the legislation is the proposal to expand current educational requirements. Schools already teach internet safety, but the new bills suggest adding lessons on the potential dangers of AI, particularly in spreading misinformation and creating fake images. This addition aims to equip students with the knowledge needed to navigate the complexities of AI responsibly.

Rep. Laura Faver Dias, who serves as vice chair of the House Education Policy Committee and is the chief sponsor of the House proposal, stressed the importance of this legislation. “Our teachers are on the front lines, spending hours with students every day,” she said. “We need to give them the tools to have informed conversations about AI and teach students how to use it ethically.”

A Growing Concern: Protecting Students’ Data and Ethics in AI Use

As AI tools become more prevalent in classrooms, educators and advocates are pushing for safeguards to protect students’ data and ensure the ethical use of these technologies. Although AI is already being used in schools, there are concerns about data privacy, the accuracy of AI-generated content, and potential biases in AI systems.

Across the U.S., 25 states have already issued guidelines to help schools navigate AI use, including Indiana, New Jersey, and Colorado. In Chicago, the public school system has developed a guidebook to assist educators in using generative AI responsibly.

Empowering Educators to Innovate with AI

Bill Curtin, policy director at Teach Plus Illinois and a key advocate of the legislation, noted that while much of the attention has focused on concerns about cheating, the bills are designed to support educators. “Our goal is to empower teachers with clear guidelines to experiment with AI in safe and innovative ways,” Curtin explained. “We want to unlock the potential for teachers to create new learning opportunities for students.”

Joe Brewer, an educator and fellow with Teach Plus, shared his experience using AI in the classroom to help students engage with literature. “We used AI to reimagine poems by Edgar Lee Masters in modern teen slang, and it immediately clicked with the students,” Brewer said. “This helped students make deeper connections with the material and explore it in a meaningful way.”

Legislative Progress and Future Steps

The House bill has already passed the Education Policy Committee with a 9-4 vote. Rep. Faver Dias is continuing to work with the Illinois State Board of Education to finalize the details of the legislation and plans to introduce an amendment before presenting the bill to the full House.
